Through the legalization of cannabis, the Federal government licenses the cultivation and processing of cannabis, while the authority to regulate the retail sale has been delegated to the Provinces.  
Ontario adopted Bill 36, amending the Cannabis Control Act, 2017 in October 2018, and also introduced the Cannabis Licence Act, 2018 and Ontario Regulation 468/18, in November, 2018.   
Bill 36 addresses the retail sale of cannabis in Ontario.
The sale of cannabis can occur in two ways, either on-line or in-store.  Retail stores are licenced by the Alcohol and Gaming Commission of Ontario (AGCO).   
The Cannabis Licence Act has impact on municipalities, as a Council must pass a resolution by January 22, 2019, if it desires to prohibit cannabis retail stores in its jurisdiction.  A municipality may opt in at a later date.  Once a municipality chooses to opt in, this decision is final and may not be reversed.
